In May 2020 the House of Representatives passed the HEROES Act, legislation sorely needed to empower communities across the nation to meet housing needs and avoid a wave of evictions and foreclosures. However, the Senate continues to completely bypass this important legislation, utterly failing the American public in its greatest time of need.

Among many other important provisions, the HEROES Act provides $100 billion in emergency rental assistance to keep low-income renters in their homes, $11.5 billion to safely house the nation’s homeless population during the public health crisis, and $1 billion for emergency housing vouchers. The HEROES Act also extends eviction and foreclosure protections passed in the CARES Act to nearly all renters and homeowners, and it provides $75 billion for a Homeowner Assistance Fund to help homeowners pay their mortgages and associated costs and avoid foreclosure. The Act also provides $14 million in fair housing education and outreach dollars and would allow fair housing organizations across the nation to provide critical virtual fair housing services.

The American public is experiencing unprecedented economic challenges during the COVID-19 pandemic. Renters and homeowners across the nation are struggling to pay their rent and keep up with their mortgages, and at the same time people of color are being disproportionately affected by the pandemic in both health and economic terms. The HEROES Act provides the following critical resources to help the public weather this pandemic. · Extends eviction and foreclosure protections passed in the CARES Act to nearly all renters and homeowners to a new 12-month period; · $100 billion in emergency rental assistance to keep low-income renters in their homes; · $75 billion for a Homeowner Assistance Fund to help homeowners pay their mortgages and associated costs and avoid foreclosure; · $11.5 billion to safely house the nation’s homeless population during the public health crisis; · $10 billion for SBA Emergency Economic Injury Disaster Loan grants to assist struggling businesses, including housing providers and social and other direct-service providers; · $5 billion in CDBG funds to help jurisdictions and states grapple with community needs associated with the pandemic; · $4 billion for tenant-based rental assistance for PHAs to maintain operations; · $2 billion for the public housing operating fund to allow PHAs to take necessary action during the pandemic · $1 billion for emergency housing vouchers; · $750 million for project-based rental assistance; · $500 million for Section 202 Housing for the Elderly; · $200 million for Section 811 Housing for Persons with Disabilities; and · $14 million in fair housing education and outreach dollars and grants to support allow fair housing organizations across the nation to provide critical virtual fair housing services.
